I don't recall, to be honest. However, it's been part of the post_install
scripts for chkconfig managed packages since at least the 7.2 release.
$ rpm -qp --scripts
/home/mfratoni/devel/dist-7.2/stock/RedHat/RPMS/xinetd-2.3.3-1.i386.rpm
postinstall scriptlet (through /bin/sh):
chmod +x /usr/sbin/inetdconvert
if [ $1 = 1 ]; then
/sbin/chkconfig --add xinetd
fi
