You may want to take a look at some of the scripting languages such as:
Tcl/Tk
Perl
Python
The above are all free, although if you want a IDE like Visual Basic
those are (in general) not free.
If by visual, you meant for writing GUIs, then most languages can do
that -- I happen to like Tcl/Tk.
