Hi Jon,

I haven't experienced this behavior myself but one thing that comes to mind…

Some people like to set the pointer to follow the VoiceOver cursor. I never 
choose this option because it causes VoiceOver not to read certain things in 
menus. By any chance, are you tethering the pointer to the VoiceOver cursor? If 
so, I'd try to untether it as a test. Other than that, I can't think of a 
reason why you should be experiencing that behavior.
