There was always a dual license bundle for both Pro Tools 10 when you upgrade 
to 11. I believe that's still the case. Check with your retailer to confirm. 
You can certainly record in 10 and go between 10 and 11 freely. Some plug-ins 
from 10 might not work with 11 but most do since most developers have made the 
jump.
