If you are able to type on a keyboard, many of the voice over gestures can be done with keystrokes when using a blue tooth keyboard with iOS. I thought I heard about some kind of pen you can use on a touch screen instead of your fingers, though you wouldn't be able to use the two or three finger gestures or pinch and stuff like that.
