You're following the correct steps but make sure you have no other system dialogs or notifications on screen. Use Control-Option-f2-f2 to bring up the Window Chooser. Chances are, something else is blocking your mouse pointer from actually clicking on a track. One more thing, make sure only the track you wish to drag is selected and no other tracks.
