If this is a PC system, then try the tool Phill recommended. If this is a drive you use on both your Mac and PC windows won’t be able to do anything with the drive unless its formatted as FAT and not HFS (the apple file system( If you can delete stuff on the Mac but not on the PC that could be the case.
