Maybe its just me, but I find that it seems to stick alot. Where sometimes it 
seems the caps lock key is still held down when its  not.  For example I will 
let go of the caps lock key  and press tab  to jump to something and it will 
say ignoring next preset (VO+Tab is the VoiceOver Pass through command), so 
I’ll have to press tab a second time to do the initial action. 
I notice this on 3 different machines. Curious to see if I am the only one with 
that issue.
