VoiceOver notoriously reads things that are actually not visibly on screen. If 
a level meter shows no value and there is definitely signal being passed, that 
means that the channel strip is either off screen to the left or right or 
there's something blocking the channel strip like a floating window or dialog 
box.
1. Make sure all other windows are closed including system dialogs.
2. Maximize the window with Command Option Shift Z which works when the Flo 
Mouse is enabled.
3. Hide unused sets of inserts or sends, which usually means F through J.
4. The first thing in the Mix window should be the word "Tracks." If any 
channel strips appear before the word "tracks" and the Tracks list Pop-Up 
button, Press Option Page Up until Tracks is the first thing in the window. It 
sometimes helps to hide unnecessary tracks when looking at multiple level 
meters.
