Did you try disabling VO hints? I seem to remember an issue where the hints were visible on screen and that was what was causing issues like that. That being said you may have to restart or something after disabling. As I don’t remember it clearing out immediately upon just disabling hints. I didn’t have FloTOols installed at the time when I noticed it on a freshly installed machine. I assume you are still on High Sierra? I remember seeing it there but don’t recall if I did when I did a clean install of Mojave.
