Our development version of Ptolemy 0.x currently runs
under Itcl3.0a1.  John Reekie did the bulk of the work
porting Tycho, the Ptolemy changes were fairly small.

I tried to get Ptolemy 0.x to work under Itcl3.0/Tcl8.0.3, but
ran into problems with vem crashing, so I backed the change
out. However, our development version of Tycho does work under
Itcl3.0/Tcl8.0.3 without a hitch.

Before releasing anything, I need to complete the Ptolemy upgrade,
and solve some directory renaming issues.

We will be releasing Tycho as part of Ptolemy II in December, so 
I hope to get a formal patch out in that time frame. I hope to get
something together sooner, but it depends on how the Ptolemy II
work is going.  The Itcl3.0 patch really depends heavily on
Tycho, so it makes sense to get that work farther along first.
