I am using the     PRS software for the first time. I looked in the manual
8-2 Audio import. The manual says to press t, which is unavailable. There is
obviously something I am doing wrong. It must be something that needs to be
done before these steps. Help, please?  thank you

The PTR1 won't play .WAV files like an MP3 CD, as you discovered.  What you
will have to do is to do an audio import using the PRS software, or a
third-party WAV --> MP3 converter.  You won't be able to do this on the PTR1
itself.
