converting an mp3 file to a lower bit rate

i have an mp3 file recorded at 128 kbps and want to convert it to 32 kbps to 
save space. i know you can do this useing the ptr recording software but 
cannot remember how to  do it and have struggled with the unhelpful ptr 
menus to no avail. anyone got any easy tips?

also, any idea how to shut off the ptr software voice when the ptr recording 
software is running so i can let jaws do all the reading for me?
