ptxdist downloads packages that do not exist in your local archive directory.
So if all required archives are present, ptxdist does not need an internet 
connection anymore.

Here at Pengutronix we all share one central archive directory. So most of the 
time when building a ptxdist project no download happens (except someone 
updates or adds a package).
