Hei hei, logrotate was not touched in a while, but fails to build now with oselas toolchain 2020.08, hence this version bump. I added the license file hash in a separate commit before, because that one changed with logrotate 3.12 and so that change is visible here.
When Mark bumped the version last time, he added patches from Debian without further explanation why that is needed. I tried my best to explain why I dropped all, see commit message.
