Pengutronix mirror does not seem to carry a copy either.

Confirmed and attempted to report via https://www.redhat.com/en/feedback but submitted reports resulted in an error "There was a problem processing your request."

As a workaround, Chrome and Firefox seem happy to access the site, so the file can be downloaded and added to your local ptxdist sources directory.
