The example given in http://www.w3.org/TR/2006/WD-web-forms-2-20060821/#introduction1 is slightly incorrect. Given that new elements are inserted with respect to the parent element and not with respect to the current location of the repetition template they will end up before the headers which is not what you want. I suppose adding <tbody> can solve this problem.
