XBL2 can work without a media type of its own. Hence, it will be served as application/xml anyway. Therefore, anyone who wishes to see if something is XBL2 needs to look inside application/xml documents anyway. And new media types are not free of cost to everyone who has to think about them, configure them and code for them.
