[XBL] Clarification: Note in section 2.8

In section 2.8, can you please clarify the "Note: The xbl:pseudo 
attribute is a global attribute..." text . I can't understand what you 
are trying to say. I looked at the Matching Pseudo-Elements section 
(4.7.4), and it only confused me more:-(
