[XBL] About the handler element

Dear XBL experts,
This email comments on the 7 September 2006 LCWD of XBL 2.0.
About the "handlers" element, why has this element be created ? What 
would be the difference with putting the handlers element directly in 
the template element ? I understand it only as a nice element to 
structure all the interactivty of the binding. Am I missing something?
