I'm thinking of changing "except" back to "deny". "except" together with "accept" is just too confusing when talking about it. I'll do this when I get around to making the document more clear with respect to authoring versus user agent requirements as indicated http://www.w3.org/mid/[EMAIL PROTECTED] earlier. Hopefully somewhere next week.
