One comment is that the algorithm will need to define how to process IDN
domain names and IRI addresses, especially in terms of how to compare them
to each other.

For example, the first page that I would use this on is
http://xn--74h.damowmow.com/; what should I put in the PI, the fully
qualified punycode name, or the Unicode name?

The algorithm specified in the editor's draft should allow both, unless I mixed something up with the referenced definition of submdomain.
