No, because a privacy-conscious user would realise that this doesn't
actually do much for his privacy.
The spec has been written for implementers, not users. So giving a
statement about users or recommendations on how users can better
protect their privacy is not very useful.
Suggestion:
It allows the user to disable the notifications
without losing the underlying link functionality.
Note for implementers: You might notify the users
through the UI that this will not protect
completely their privacy.
