I can't speak for Elliot, but the Web repository connector inside SAP
Netweaver's Knowledge Management has supported RFC2731-style encoded
metadata (as shown above) for many years now.

Sorry, I confused meta/@scheme with link/@rel="schema.*" (the latter is
used in RFC 2731, and required by the code I wrote to map namespace
prefixes, the former is not).
