focus and blur events

Hi,

Noticed that the HTML5 spec (current editors draft) defines the focus 
and blur events as using the Event interface, whereas DOM Level 3 Events 
specifies them as using the UIEvent interface.

Is this mismatch on purpose or noted anywhere?
