I suppose you were referring to this e-mail by Mark Nottingham dated 10 January 
2010 to support your
claim that registration of rel="meta" had begun.

Registration is a process that has to be done relatively quickly, as explained 
here:
   http://tools.ietf.org/html/rfc5988#section-6.2

So if it is not yet registered then the process was either never started or 
failed.
