I think you have the best choice of RDF tooling in the Java world. The transformation you want to do is dead easy to do with Jena, which supports RDF/XML and many other formats
https://jena.apache.org/documentation/io/ there all kinds of ways to write web services in Java so this is a simple task. Javascript in the browser has access to the XML parser in the web browser (written in C) but this is not in Node.js, so you need to use a library for that.
