Strictly speaking, surely there's no requirement that a RDF property URI
be dereferenceable? (Though of course, it is nice if it does).

I think the namespace should actually be
http://rdf.data-vocabulary.org/rdf.xml# since that is what they define
their terms under in rdf.xml.
