Absolutely, this is exactly the kind of thing that XSLT is meant for and the premise for RDF extraction protocols such as GRDDL. The value in this is that such a mapping is written once for each target RDF/OWL ontology and the translation from hierarchical syntax (XML) to knowledge representation (RDF) is achieved without retrofitting either XML or RDF into representation roles they weren't suited for.
