Some of the ideas in

are presented in a rather compressed way that make part of it difficult to
understand -- but reading the ABCDE paper that you linked from the wiki page
makes it much easier to understand.
Regarding the representation of the document, I would (as usual) suggest to
use HTML and using RDFa to embed the annotation, the markup of 'core
sentences' and the references to entities right into the HTML document.

(2) Charting our path to a standard model of coarse-grained rhetorical
structure.
A word about item (2), which may seem arcane - actually it is not.
Coarse-grained structure can be equated to major section headings in a
scientific article, and interacts with annotation systems among other
things. We do not want to be looking for claims in the References section.
We are far more likely to find biomaterials in Methods and Materials. And
so forth.
