I'm not exactly sure what "more usable" actually means.  However, (for 
example), the FHIR initiative will have all RIM mappings of resource 
definitions represented in OWL.  This will enable design-time consistency 
checking and run-time surfacing of SPARQL end points for each resource.  In the 
end, that will make the content of the RIM both more usable from a developer's 
perspective and more available from a consumer's perspective.
