First WD

We understand that is a first Working Draft, but please when you cite a reference to another document do not leave empty the references. It's not very practical to check the document and have the grasp of the intented meaning when reviewed and/or read.

Because we are on the topic of references, make sure to distinguish normative references and informative references.

-> See "Make a list of normative references"
   http://www.w3.org/TR/qaframe-spec/#ref-norm-principle
-> See "When imposing requirements by normative references, address conformance dependencies."
   http://www.w3.org/TR/qaframe-spec/#ref-define-practice
This last one had consequences recently on some specifications at later stage. Be very careful with your normative references and the consequences.
