You can define getters and setters in javascript that throw. Please refer to javascript tutorials for how to do this.
That is of course a JavaScript extension , not in any current ECMAScript specifications and not supported by many popular ES implementations.
I am not sure on how much that should impact the MUST requirement on throwing and conformance, it's a requirement I don't like anyway.
