I am unsure how to deal with this issue as this stage. I cannot require the NSResolver object to perform the normalisation, and I need to evaluate the impact of requiring the UA to perform the normalisation of the prefix before passing it to the resolver. Feedback from implementers on this issue would be useful.

We should not do this. This is not applicable to CSS, XML, HTML, etc. Makes no sense to be different here.
