Given that this is the first publication of some rather heavy changes as a WD, I'd lean toward a normal Working Draft. That doesn't have to mean that a Last Call draft would have to wait very long after that, though. Just my $0.02, -- Thomas Roessler, W3C <[EMAIL PROTECTED]>
