Hmm.... good point. Currently, the Typed Arrays spec. is useful only for readAsArrayBuffer, which deprecated readAsBinaryString. It should be a normal dependency.
The terminology section contains several terms that are not used, such as document base URL. It looks like this was copied from XMLHttpRequest. Could use some cleanup.
