The common pattern will probably be:

var changeEvent = new IDBVersionChangeEvent("versionchange", {
    bubbles: true, cancellable: true, oldVersion: 1, newVersion: 2
});

so that might be a slightly better example.  (Either way, note "=" -> ":".)
