Webperf landed earlier this week a proposal [1] to add observers of performance entries:

The |PerformanceObserver| <http://w3c.github.io/performance-timeline/#idl-def-PerformanceObserver> interface can be used to observe the Performance Timeline <http://w3c.github.io/performance-timeline/#dfn-performance-timeline> and be notified of new performance entries as they are recorded by the user agent. A registered performance observer consists of an observer (a |PerformanceObserver| <http://w3c.github.io/performance-timeline/#idl-def-PerformanceObserver> object) and options (a |PerformanceObserverInit| <http://w3c.github.io/performance-timeline/#idl-def-PerformanceObserverInit> dictionary).
