The 21 day time limit for discussion is intended to prevent abandoned ballots 
from lingering forever.  Experience has shown that this limit is too short, and 
there often is a more than 21 day gap between ballot updates when people are 
busy, discussions are complicated, and so on.  Ballot authors have often had to 
either waste time doing a ballot update with no changes just to reset the 
timer, or allocate a new ballot number.  Both are undesirable.

I have suggested previously that a longer limit like 90 days might be more 
appropriate.  Ballot authors can withdraw ballots on their own before that to 
make sure that only ballots that are still under consideration are active.

Do people agree with this approach, and would they support a quick Bylaws 
update to fix it?  I know every time we update the Bylaws, some people insist 
on a long time for legal review, but we used to change our Bylaws much more 
easily, and since this is just replacing one number with another number, it 
should be straightforward.

If I wrote up some ballot language making this small fix, would people support 
it?
