FOP support is still in place. When publican runs it checks for
wkhtmltopdf, if it finds it, it uses that, otherwise it assumes FOP is
installed.

It's not in Fedora.
It's still a major pain to get it
packaged in a Debian policy compliant way since it requires a specific
patched version of Qt...
For this reason.
AIUI Rudi has it on his to do list.
