I have been using publican (2.1-0.el6) on CentOS 6.4 (with 6 GB RAM) to build
docbook document. The source document used to build earlier but after xref
elements are added to source document, the build results in the following
error:

Although I don't have any xref element in legalnotice element in my document,
but there were two xref elements in bookinfo element.
Commenting these xref's solved the problem for now, and the document could be
processed into html and pdf. But I do not think it is the appropriate solution.
