That did the trick, as I don't have commit access yet, can someone else apply this patch in the mean-time? It allows for a fragment option in the setup.cfg file, and also patches an attribute access bug that would occur when the object it was attempting to doc was a thread-local.
A buildutils patch is also needed here to pass the fragment option in. Both patches attached.
