Several devs have been discussing this story [0] for a few days on IRC. There seems to be broad support for it and a belief it will resolve the usability issues we've learned about for some plugins. I've rewritten it incorporating the feedback and discussion.
I would like help grooming it finally and adding it to the sprint. I believe it's a blocker for rc2 so I'm hoping to resolve this in the near future. Any input would be appreciated. Thank you! [0]: https://pulp.plan.io/issues/4745
