we have build_ignore <https://github.com/pulp/pulp_installer/blob/master/galaxy.yml#L65> but it is not released yet, it will be available on ansible 2.10: https://github.com/ansible/ansible/blob/devel/docs/docsite/rst/dev_guide/developing_collections.rst#ignoring-files-and-folders
