Looks like the agent on the child node does not have the correct RSA public key for the parent (server) and it's rejecting the message because it cannot verify the signature. Is the child node a 2.3 -> 2.4 upgrade? If so, suggest you run 'pulp-consumer update --keys'. This performs public key exchange. Then, retry your node sync.
