[Pulp-list] Bandwidth Limit pulp collectively over all syncs

I see that there is a command to limit the bandwidth consumed by an 
individual sync:

However, I wish to limit the collective bandwidth consumed by my pulp 
system, not the bandwidth of one sync.

Any suggestions?
