Wow! That's a lot of replies! Thanks, but the first reply was right. The problem was 100% my spaceyness, which unfortunately happens a lot. I had the system wide speech-dispatcher using alsa, not pulse. That probably locked the sound card somehow. When I set it to pulse, I get sound everywhere. There are still tons of goobers, but they're all of the sort I can work out.
