#834: Provide a well tested 32bit equivalent to padsp

padsp is intended to work as a compatibility layer for outdated programs
that you can't patch to support pulseaudio. The most common example of
this is closed source applications shipped as 32bit binaries. You can't
add a 64bit lib to LD_PRELOAD if you want to run a 32bit app.
While this a difficult thing to do portably, and will probably need some
help from distributors, having a reference implementation from upstream
will give distributors a common point of focus.
