In testing with a client, I found that starting a new puppetmaster, even with 
--no-ca, it created a new CA certificate and a related CRL, and then used that 
CRL when listening.  I think this is all in support of the CRL; that is, I 
think --no-ca is correctly not creating  CA instance, but then the code that 
asks for the CRL automatically creates it if it's missing, and the current 
(0.24.x) code doesn't handle that correctly.
