The problem with the services file is that there is no guarantee of uniqueness 
anywhere -- you can have a port with two names (one for each proto), a name 
with two different ports, etc.

Given this, it's impossible to correctly model these files with Puppet until we 
get composite resource identifiers, which will only be possible once elmo/0.25 
is released.

If I read commit:bb80c1bb correctly, Luke had started a port type to manage 
ports in /etc/services. What's the status on this?
